In 2012 a specific programme was introduced in particular for Retirees moving to Malta. In June 2013 the Global Residence Programme was introduced as a result. Malta grants citizenship to any individual to contributes to the economic and social development of Malta.

The International Living Annual Global Retirement Index listed Malta among the top 15 countries in the world to retire to for 2014.

This index was given prominence by popular American business magazines, including Forbes, which reported it in its Personal Finance section.  Malta was also ranked as the second safest country in the 2013 edition of the World Risk Report.

Amongst the factors which the editors considered, when giving the retirement index rankings, were: real estate, special benefits for retired people, cost of living, and ease of integration.

The survey also looked into entertainment & amenities, health, retail infrastructure, and climate.
